The Norfolk Police Department is seeking assistance from the community in locating a 4-year-old boy, believed to have been abducted following a fatal shooting incident. Authorities suspect he might be with 27-year-old Tyli Scott, who stands 6 feet 1 inch tall, weighs 173 pounds, and has small braids in his black hair. He was last seen dressed in a red polka dot shirt and jeans.

The missing child, Kai Foreman, is described as being 3 feet 6 inches tall and weighing 40 pounds. He has black hair and brown eyes and was last spotted wearing red Crocs, blue shorts, and a grey True Religion t-shirt.

Police are extremely concerned for the boy’s safety, stating that Scott is known to him.

The situation ties back to a deadly shooting that occurred on Monday morning, though the specifics linking these events remain undisclosed.

At around 11:30 a.m., dispatchers received a report of shots fired in the 900 block of E Liberty Street, near Berkley Park. Upon arrival, officers found a woman who had already died from her injuries.

Authorities have not divulged the woman’s name but suspect a connection between Scott and the shooting.
